Presidential veto of the Social Security Law’ reform regarding the composition of the IESS Board of Directors

The article presents the veto of the proposed reforms to the Social Security Law in Ecuador, which modified the way in which the members of the Board of Directors of the IESS are appointed. This article is based on the criteria issued by Christian Pino at the UCE’s Public Policy Lab. The reforms established that the National Electoral Council would be the body responsible for the process of calling for elections, electing and appointing the new members, and that the Presidency of the Board of Directors would rotate among its three members for periods of 16 months each. Given the total veto of the Executive to the proposed reforms, which sought to comply with a ruling of the Constitutional Court, the IESS continues as a "dependency" of the Presidency of the Republic with a no inclusive conformation.
