What does the 2022 proforma intend with the budget for public higher education?

This article reviews the financing of the General State Budget (PGE) for public higher education in Ecuador as of the 2022 reform, anchoring the discussion in the budgetary changes of previous years. The behavior of public transfers destined to higher education as a percentage of GDP and the PGE is examined, as well as the components that make up the resource allocation mechanism. It is concluded that the budget for higher education in 2022 has decreased in relation to the GDP and the PGE, leaving the debate on the quality of higher education pending in the country.
