Abstract

This article characterizes in sociodemographic terms not affiliated people to social security in Ecuador to guide the implementation of public policy measures. For this purpose, we used a comparative descriptive methodology of the characteristics of non-affiliated persons in the years 2019 and 2020, based on the National Survey of Employment, Unemployment and Underemployment (ENEMDU) of the National Institute of Statistics and Census (INEC). This article highlights the importance of including the group of not affiliated people to social security in order to solve the structural problems of social security.
