Definition, approach, and scope

The Nota Técnica. Observatorio Financiamiento para el Desarrollo is a biannual scientific publication of the Observatory - Financing for Development in Ecuador of the Central University of Ecuador.

The publication has been incorporated since its inception in September 2021 as a scientific journal in the world register of journals with digital ISSN number 2806-5603 and printed ISSN number 2806-559X.

There are the following three sections in the journal:

- Academic articles: research or studies

- Book reviews

- Notes of interest on financial issues or problems.

The journal is focused on analyzing social security, development financing issues, health, financial issues, as well as the interrelationships of social security systems with financial issues from the areas of economics, statistics, political science, law, and finance.

The scope of the journal is individuals, organizations, and institutions from the public, private or civil society sectors that work on the aforementioned topics.

Refereeing system (peer review)

Articles submitted to the Nota Técnica. Observatorio Financiamiento para el Desarrollo will be subject to a review process that has the following phases:

1. Articles submitted that comply with the formal requirements indicated in the guidelines for authors of the Nota Técnica. Observatorio Financiamiento para el Desarrollo o will be considered as received and the authors will be informed by mail about the reception of the article.

2. Articles received are subject to an initial evaluation that will assess the thematic relevance, textual adequacy, and quality of the text. This preliminary evaluation is in charge of the editor. The decision of whether or not an article is to be sent for peer review is informed to the authors by e-mail.

3. If the article has been positively evaluated, it goes through an arbitration process under the open peer review modality. This process consists of sending the article to at least two academic reviewers, persons external to the Editorial Committee.

Peer readers are experts or researchers related to the subject matter addressed in the articles.

4. The readers, for their recommendation, handle criteria such as pertinence, originality, relevance, contribution to the researched topic, theoretical solvency, critical or argumentative apparatus, methodology, information management, final considerations or conclusions, references and expository clarity.

5. Based on the above, the peers decide whether the article is: a) publishable without modifications or with minor modifications; b) only publishable with major modifications; c) not publishable even if major modifications are made.

6. In case of discrepancies in the results of the evaluations, the editor decides whether or not to publish the paper.

7. The results of the arbitration process are always unappealable.

8. The article selection process takes two months.

Interoperability protocol

The Nota Técnica. Observatorio Financiamiento para el Desarrollo incorporates interoperability protocols that allow its contents to be collected by other distribution systems, such as digital repositories and harvesters. Journals published through OJS incorporate the OAI-PMH interoperability protocol in the with the possibility of obtaining different formats for metadata.

Originality verification policy

All papers received by the Nota Técnica. Observatorio Financiamiento para el Desarrollo go through the Urkund originality verification system, with the objective of initially determining cases of plagiarism.

This program compares each document with all the websites available on the world wide web and generates a report that allows to know the originality of the articles received in the journal. Texts with a high percentage of similarity to other documents published or available online will be rejected.

All articles submitted must be original and unpublished and must not be simultaneously submitted to other journals or editorial bodies.

Frequency of publication

Nota Técnica. Observatorio Financiamiento para el Desarrollo is a biannual magazine with two issues per year, which are published in the following languages: Spanish and English.

All personal information provided by reviewers and authors will be used exclusively for the purposes established in the Nota Técnica. Observatorio Financiamiento para el Desarrollo (e.g., sending copies) and will not be provided to third parties.
