For this purpose, we used a comparative descriptive methodology of the characteristics of non-affiliated persons in the years 2019 and 2020, based on the National Survey of Employment, Unemployment and Underemployment (ENEMDU) of the National Institute of Statistics and Census (INEC). This article highlights the importance of including the group of not affiliated people to social security in order to solve the structural problems of social security. Este artículo caracteriza en términos sociodemográficos a las personas no afiliadas a la seguridad social en Ecuador para guiar la aplicación de medidas de política pública. Para ello, se utilizó una metodología descriptiva comparativa de las características de las personas no afiliadas en los años 2019 y 2020, basada en la Encuesta Nacional de Empleo, Desempleo y Subempleo (ENEMDU) del Instituto Nacional de Estadísticas y Censos (INEC). This article seeks to determine its current validity and to present possible alternatives to it through a brief review of its background, legislation, and criticisms. King, Katiuska Morales, José Luis educación superior financiamiento público política pública universidades higher education public financing public policy universities This article reviews the financing of the General State Budget (PGE) for public higher education in Ecuador as of the 2022 reform, anchoring the discussion in the budgetary changes of previous years. The behavior of public transfers destined to higher education as a percentage of GDP and the PGE is examined, as well as the components that make up the resource allocation mechanism. It is concluded that the budget for higher education in 2022 has decreased in relation to the GDP and the PGE, leaving the debate on the quality of higher education pending in the country. En este artículo se revisa el financiamiento del Presupuesto General del Estado (PGE) destinado a la educación superior pública en Ecuador a partir de la reforma de 2022, anclando la discusión en los cambios presupuestarios de años anteriores. Se examina el comportamiento de transferencias públicas destinadas a la educación superior sobre el PIB y el PGE así como los componentes que conforman el mecanismo de asignación de recursos. Se concluye que el presupuesto en educación superior en 2022 ha disminuido con relación al PIB y al PGE, quedando pendiente en el país el debate sobre la calidad de la educación superior. For the analysis, the calculation of the credit loss insurance is exemplified through scenarios. This clarifies to financial users the implications of a loan pre-cancellation. This pre-cancellation reduces the amount of total interest and insurance to be paid, which is often unclear and can represent a significant savings. El presente artículo tiene como objetivo realizar un breve análisis enfocado en las implicaciones de la pre cancelación del crédito, el seguro de desgravamen y sus formas de cálculo. Para el análisis se ejemplifica el cálculo del seguro de desgravamen a través de escenarios. Se clarifica así a los usuarios financieros las implicaciones de pre cancelar un crédito. Esta pre cancelación reduce el monto de los intereses totales y el seguro a pagar que muchas veces no está claro y puede representar un ahorro significativo. Analysis of No. 75-16-IN/21 Judgment and accumulated: Private health insurance and/or prepaid medicine Análisis de la sentencia nº 75-16-IN/21 y acumulado: Seguros privados de salud y/o medicina prepagada Vinueza Flores, Mónica salud pública medicina prepagada sentencia constitucional solidaridad solidarity public health prepaid medicine constitutional judgment The purpose of this article is to analyze Nº 75-16-IN/21 Judgement and accumulated by which Ecuadorian Constitutional Court declared unconstitutional the obligation of private health insurance companies and/or prepaid medicine companies to reimburse providers of the Integral Public Health Network for medical care received in the Public Network by their insured and beneficiaries. This ruling seems to validate fragmentation of the National Health System and free competition among its actors, while weakening the constitutional principle of solidarity. El presente artículo tiene por objetivo analizar la sentencia Nº 75-16-IN/21 y acumulado mediante la cual la Corte Constitucional del Ecuador declara la inconstitucionalidad de la obligación de reembolso de las compañías de seguros privados de salud y/o medicina prepagada a los prestadores de la Red Pública Integral de Salud con motivo de las atenciones médicas recibidas en dicha Red por sus asegurados y beneficiarios. It begins with the context, in a world marked by the conception of health as a commodity, and then recounts 679-18-JP/2020 Judgement issued by the Constitutional Court on the right to access and availability of quality, safe and effective medicines. It goes through some cases and explains why the State cannot always grant what the patient asks for or believes he/she needs. The sentence is structured in seven parts: prevention; purpose; quality, safe and effective medicines; availability of medicines; access to information and informed consent; conflict of interest; and indicators of rights and public policies. El artículo aborda la problemática del derecho al acceso a los medicamentos. Comienza con el contexto, en un mundo marcado por la concepción de la salud como una mercancía, y luego hace un recuento de la sentencia N. 679-18-JP/2020 emitida por la Corte Constitucional sobre el derecho al acceso y a la disponibilidad de medicamentos de calidad, seguros y eficaces. Recorre algunos casos y explica por qué el Estado no siempre puede otorgar lo que el paciente pide o cree que necesita. This article reviews the attempts to privatize social security in Ecuador since the 1990s. A documentary review of laws, proposed laws, interviews, and other documents is used. Youth enrollment to the IESS and position of political actors in Ecuador, in the period 2019 – 2022 Afiliación juvenil al IESS y postura de actores políticos en el Ecuador, en el periodo 2019 - 2022 Cedeño Cevallos, Yamel Ecuador empleo juvenil seguridad social social security youth enrollment Ecuador The evolution of youth enrollment in the Ecuadorian Social Security Institute (IESS) during the period 2019 to 2020 shows setbacks that reflect problems for the insertion of young people in the labor market. Likewise, the discourse of the government and other actors identifies certain approaches to address this issue that have not been translated into concrete policies that promote the formal labor market insertion of young people. For the analysis of the evolution of young members within the social security system, official information from the Statistical Bulletins published annually by the IESS was used. To address the position of public and private political actors, an analysis of discourses on the subject in the media was carried out. Finally, the importance of young people as active participants in the Ecuadorian social security system is explored. La evolución de la afiliación juvenil al Instituto Ecuatoriano de Seguridad Social (IESS) durante el periodo 2019 a 2020, muestra retrocesos que reflejan problemáticas para la inserción de jóvenes en el mercado laboral. Así mismo, se identifica en el discurso del gobierno y de otros actores, ciertos planteamientos para abordar esta temática que no se han traducido en políticas concretas que impulsen la inserción laboral formal de los jóvenes. Para el análisis de la evolución de afiliados jóvenes dentro de la seguridad social, se empleó información oficial de los Boletines Estadísticos que anualmente publica el IESS. Para abordar la postura de los actores políticos públicos y privados se realizó el análisis de discursos al respecto en medios de comunicación. Finalmente, se reflexiona la importancia de los jóvenes como participantes activos en el sistema de seguridad social ecuatoriano. Historical overview of Social Security in Ecuador Panorámica histórica de la Seguridad Social en Ecuador Carranza Barona, César Villavicencio Salazar, Nicolás seguridad social Ecuador pensiones panorámica histórica social security Ecuador pensions historical overview This article reviews the constitutive processes of the social security system in Ecuador, the forms it has taken throughout its institutional existence, the different problems to which it has been subjected and the debates surrounding it. The article is carried out through the review of academic literature, official documents, and press releases, being a work of historical recapitulation of social security in the country. It concludes with observations on the current situation of social security in Ecuador. It shows that current debates such as those related to privatization, state neglect, and the regression in the recognition and coverage of labor rights, are the result of long historical processes in which the demands of different groups seeking inclusion in the social security system and the interests of multiple actors fighting for austerity and privatization of social security are confronted. En este artículo se elabora un recorrido por los procesos constitutivos del sistema de seguridad social en Ecuador, las formas que adquiere a lo largo de su existencia institucional, los diferentes problemas a los que se ha visto sujeto y los debates a su alrededor. El artículo se realiza a través de la revisión de literatura académica, documentos oficiales y notas de prensa, tratándose de un trabajo de recapitulación histórica de la seguridad social en el país. Se concluye con observaciones sobre la actualidad de la situación en que se encuentra la seguridad social en Ecuador. The work was carried out by reviewing the campaign plans submitted and approved by the National Electoral Council (CNE). Different positions on the future of social security were found, which leads to a reflection on the proposals, narratives and absences generated from different political spaces. El artículo realiza un recorrido de las posiciones políticas de los candidatos a presidentes de República del Ecuador sobre la seguridad social en el marco de las elecciones presidenciales del año 2021. El trabajo se realizó mediante la revisión de los planes de compaña entregados y aprobados por el Consejo Nacional Electoral (CNE). The objective was to analyze how the composition of the loan portfolio has evolved and to identify the type of loans that have increased the most. The article uses quantitative information to show the annual percentage of personal and mortgage loans that make up the BIESS portfolio, based on the dollar volume of loans from 2016 to 2020. Similarly, the article analyzes quantitative information to identify the destination of personal loans between 2016 and 2020 and mortgage loans between 2019 and 2020. In conclusion, a significant change in the composition of the BIESS loan portfolio is observed, with a significant increase in personal loans both in absolute values and in their percentage within the portfolio. Meanwhile, the volume of mortgage loans has decreased in absolute values and as a percentage of the portfolio. Este artículo proporciona información sobre los cambios en la cartera de créditos del BIESS en los últimos 5 años. El objetivo fue analizar cómo ha evolucionado la composición de la cartera de créditos e identificar el tipo de créditos que más ha aumentado. El artículo utiliza información cuantitativa para mostrar el porcentaje anual de créditos quirografarios e hipotecarios que componen la cartera del BIESS, con base en el volumen de créditos en dólares de 2016 a 2020. Similarmente, el artículo analiza información cuantitativa para identificar el destino de los créditos quirografarios entre 2016 y 2020 y de los créditos hipotecarios entre 2019 y 2020. En conclusión, se observa un cambio significativo en la composición de la cartera de créditos del BIESS, con un aumento importante de créditos quirografarios tanto en valores absolutos como en su porcentaje dentro de la cartera. Mientras tanto, el volumen de créditos hipotecarios ha disminuido en valores absolutos y como porcentaje dentro de la cartera. This article is based on the criteria issued by Christian Pino at the UCE’s Public Policy Lab. The reforms established that the National Electoral Council would be the body responsible for the process of calling for elections, electing and appointing the new members, and that the Presidency of the Board of Directors would rotate among its three members for periods of 16 months each. Given the total veto of the Executive to the proposed reforms, which sought to comply with a ruling of the Constitutional Court, the IESS continues as a "dependency" of the Presidency of the Republic with a no inclusive conformation. El artículo presenta el veto a las reformas propuestas a la Ley de Seguridad Social en Ecuador, las cuales modificaban la forma en que se designan los vocales del Consejo Directivo del IESS. Este artículo se basa en los criterios emitidos por Christian Pino en el Laboratorio de Políticas Públicas de la UCE. Las reformas establecían que el Consejo Nacional Electoral sería el organismo responsable del proceso de convocatoria, elección y designación de los nuevos vocales, y que la Presidencia del Consejo Directivo sería rotativa entre sus tres vocales con períodos de 16 meses cada uno. The methodology used is based on the information of the State debt and the analysis of the existing narratives, especially the voices in favor of the AFPs, individual savings and the discourse of social security’s bankruptcy. Emphasis is placed on the different myths about the situation of the IESS and the need to understand the real problems and needs of social security in Ecuador, as well as on the political economy of IESS investments. Este artículo explora los discursos sobre la situación actual de la seguridad social en Ecuador que la Constitución establece como un derecho y un deber primordial del Estado. In this sense, this paper makes a synthetic review of the current pension reform process carried out by the government of President Gabriel Boric. Due to the existence of several coercive processes that seek the withholding of retirement pensions, ruling 10-JP/21 of the Constitutional Court of Ecuador rules that the only cases in which a retirement pension can be withheld from Ecuadorians are: for debts of alimony, for debts with the social security in unsecured and mortgage loans, and finally, for employer's arrears. In the case of employer's arrears, the Court subjects the collection to a prior process of declaration of insolvency. This paper analyzes the scope of the right to social security and a dignified life in coercive processes for debts acquired with State institutions based on a review of the regulations and the cases presented. El artículo 371 de la Constitución de la Republica del Ecuador plantea excepciones para la prohibición de embargo y retención para prestaciones al seguro social. Debido a la existencia de varios procesos coactivos que buscan la retención de pensiones jubilares, la sentencia 10-JP/21 de la Corte Constitucional del Ecuador dictamina que los únicos casos en los que se puede retener pensión jubilar de los y las ecuatorianas son: por deudas de pensiones alimenticias, por deudas con el seguro social en préstamos quirografarios e hipotecarios, y finalmente, por mora patronal. En el caso de mora patronal, la Corte sujeta el cobro a un proceso previo de declaratoria de insolvencia. The appointment of authorities is not an ad hoc solution to the structural problems faced by the institutions, but their atypical rotation affects and weakens their institutional performance. The methodology used is mixed, gathering qualitative information and quantifying turnover. This work is based on the theoretical current of neoinstitutionalism. The study argues that the high rotation of authorities weakens the institutional framework of the entities, hinders internal governance, and hinders the construction of policies that respond to the problems of health and social security. El presente estudio analiza la rotación de las máximas autoridades de la seguridad social y la salud pública en Ecuador durante el periodo 2017-2022. La designación de autoridades no supone una solución ad hoc a la problemática estructural que padecen las instituciones, pero su rotación atípica incide y debilita su desempeño institucional. La metodología utilizada es de carácter mixto, recoge información cualitativa y cuantifica la rotación. Este trabajo se sostiene en la corriente teórica del neoinstitucionalismo. It seeks to establish the milestones that have marked defensive medicine in the country and its effects. A mixed methodology is used in which information from a third level of complexity facility is used with information from 2007 to 2017. It is concluded that it is important for medical practice to think more about the welfare of the patient and the entire system before possible legal claims. Since then, the country has made significant progress towards universal health coverage. Nearly 100% of the population is insured, the services covered represent 95% of the drugs and procedures available in the country, and financial protection is effective with low out-of-pocket spending. The progress of the system has been accompanied or driven by gradual changes and a few cycles of discussion on the reform of Law 100, seeking to resolve weaknesses that are also present, especially barriers to access and difficulties for financial sustainability. In 2023, as part of the proposals for change of the 2022-2026 government, a structural reform proposal is being discussed in the country. The gradualist tradition and the lack of technical rigor and political consensus indicate that it will be very unlikely that there will be a break to make way for a different system and solve fundamental problems. En Colombia se creó el sistema de seguridad social en salud a partir de la Ley 100 de 1993. Desde entonces, el país ha avanzado de manera significativa hacia la cobertura universal en salud. The challenge of timely diagnosis, coupled with the limited number of drugs available to combat the disease, exacerbates the problem. This article addresses the availability of essential drugs for toxoplasmosis in the Ecuadorian pharmaceutical market. The study examines the availability and registration status of drugs recommended by the World Health Organization (WHO) for toxoplasmosis treatment. Findings reveal barriers such as limited availability and the absence of critical drug registrations, including pyrimethamine, sulfadiazine, folinic acid, and atovaquone. These obstacles hinder effective disease management and compromise patient outcomes. Urgent actions are needed to improve access to essential drugs and enhance health outcomes for populations affected by toxoplasmosis. La toxoplasmosis es una enfermedad zoonótica causada por el parásito Toxoplasma gondii, que afecta a miles de personas especialmente en áreas rurales y comunidades empobrecidas. La dificultad de realizar un diagnóstico oportuno así como el limitado número de medicamentos para combatir la enfermedad agravan el problema. Este artículo aborda la disponibilidad en el mercado farmacéutico ecuatoriano de los medicamentos esenciales para la toxoplasmosis. El estudio examina la disponibilidad y el estado de registro de los medicamentos recomendados por la Organización Mundial de la Salud (OMS) para el tratamiento de la toxoplasmosis. Los hallazgos revelan barreras como una disponibilidad limitada y falta de registro de medicamentos críticos como la pirimetamina, sulfadiazina, ácido folínico y atovaquona. Estas barreras obstaculizan la gestión efectiva de la enfermedad y comprometen los resultados para los pacientes. Se necesitan acciones urgentes para mejorar el acceso a los medicamentos esenciales y mejorar los resultados en salud para las poblaciones afectadas por la toxoplasmosis. This brief article seeks to present the changes that, during and after the pandemic, have taken place in the institutions and mechanisms of public financing for development in Peru. We briefly review the previous history, the response to the pandemic and its subsequent transformation. We discuss the strong response of public financing to the economic crisis of the pandemic, how the mechanisms adopted did not facilitate institutional modernization, and the subsequent political conditions that have led to its rapid return to the previous situation with little public policy presence and the predominance of a highly concentrated private banking sector. El pobre desempeño de las economías latinoamericanas, y en especial del Perú, los últimos años, nos regresa a la necesidad de analizar el financiamiento para el desarrollo interno. Este breve informe busca presentar los cambios que, durante y después de la pandemia, han tenido las instituciones y mecanismos de financiamiento público al desarrollo en el Perú. It addresses the origin of the Bank, its organic law, the functions, and services it offers, more specifically, in its broad task of distributing the government's social support. As background, it is discussed why it is considered that this delivery of money to the population is not the institutionalization of populism, but rather that it makes real rights that were or became constitutional. The main channels of monetary expansion are presented, through the monetary expansion factors. The stock of assets resulting from government financing will represent almost the totality of the Central Bank's assets in 2023. Meanwhile, banks place their surpluses in Central Bank securities and individuals buy dollars as a way of investing their financial surpluses. El artículo presenta el circuito monetario en el período 2010 al 2023 para la Argentina desde una perspectiva cuantitativa. This proposal arises after popular dissatisfaction with the current system, evidenced by more than 430,000 signatures for a plebiscite. The model of inequality that justifies cuts in rights, resulting in insufficient retirements, is criticized. The reform seeks to establish principles such as universality and social solidarity, allowing social organizations to promote changes when the political system does not respond to citizen demands. Thus, the aim is to guarantee a social security system that ensures decent conditions for future liabilities. El artículo aborda la iniciativa en Uruguay para reformar la constitución y consagrar la seguridad social como un derecho humano fundamental. Esta propuesta surge tras la insatisfacción popular con el sistema actual, evidenciada por más de 430,000 firmas para un plebiscito. In addition, the private funds obtain considerable benefits, which has generated controversy and doubts about the constitutionality of the law due to the lack of debate in the Senate. These crises have exposed and deepened structural imbalances in the region, disproportionately affecting the most vulnerable sectors. Despite public bailouts, the costs fall on those who have the least, perpetuating inequality. In addition, the need to diversify economies and adapt to new trade dynamics is highlighted, in an environment where confidence in globalization has diminished significantly. This is crucial in a multipolar world with new trade axes and the need to resume value-added development strategies that overcome the primarization of exports and generate growth, employment and an increase in manufacturing production as well as in the knowledge economy. En un mundo cambiante y con el retorno de Lula al poder, Brasil retoma iniciativas de integración que en su momento se plantearon y son ahora actualizadas. Doubts about the evolution of population and GDP per capita Dudas sobre la evolución de la población y el PIB por persona Samaniego Ponce, Pablo estimaciones de población PIB por persona emigración population estimations GDP per capita emigration This article compiles information on deaths, births and the migratory balance, in order to analyze the veracity of the assumptions of population growth since the pandemic. It is found that, based on these records, the population has hardly grown at all, which is strongly conditioned by the fall in births and the increase in emigration. En este artículo se realiza una compilación de información de defunciones, nacimientos y el saldo migratorio, para analizar la veracidad de los supuestos de crecimiento de población desde la pandemia. Se encuentra que en base a estos registros, la población casi no crece, lo que está fuertemente condicionado por la caída de los nacimientos y el aumento de la emigración.
